Dielectric constant is an input to a model, and the way it is obtained matters. A process-control value measured by one test method should not automatically be substituted for a design-oriented value derived under different conditions.
Start with the purpose of the value
Process Dk is useful for material characterization and production control under a specified method. A design Dk is intended to help predict circuit behavior under the conditions associated with that value. Neither label removes the need to check frequency, construction and method.
Why a trace-width result changes
The assumed dielectric environment affects effective permittivity and characteristic impedance. If you change the Dk input while holding geometry fixed, the calculator will change the predicted result. That does not mean the board changed; it means the assumption changed.
A repeatable workflow
- Identify the exact laminate grade and construction.
- Read the current data sheet and its measurement notes.
- Use a value appropriate to the design method and operating conditions.
- Record that choice with the stackup.
- Correlate critical structures with fabrication and measurement evidence.
Do not create a universal ranking
A comparison table that ignores methods can make materials look directly interchangeable when they are not. Treat a Dk number as part of a specification, not as a standalone quality score.
